Landlord Regulations Increase by a Third

The number of laws affecting private landlords’ obligations has increased by 32% since 2010, leaving some landlords unsure of their commitments. According to new analysis by the Residential Landlords Association, the total number of regulations affecting landlords has risen from 118 to 156, over the last nine years. The RLA is warning that despite the increase in legislation there has not been a significant improvement in enforcement against those landlords who break the laws and that many councils are failing to use the powers they already have.

Against this picture of increasing regulation and low enforcement levels, the RLA is calling on all political parties to commit to enforcing the legislation already in place rather than introducing further new legislation. David Smith, Policy Director for the Residential Landlords Association said, “Removing criminal landlords from the sector will only be achieved if councils have the resources and the will to properly use the wide range of powers they already have. Piling more regulations onto the sector which will continue not to be properly enforced is meaningless and serves only to put off good landlords from providing the homes to rent we need. It is time for smarter enforcement, not more regulation.”
